Florida has multiple programs that can cover your down payment and closing costs, including forgivable assistance (money you don’t pay back if you stay in the home). These programs are available to first-time homebuyers, buyers who haven’t owned in the past three years, and many other situations. No. Many programs are specifically designed for people who don’t qualify through traditional channels. The Florida Black Business Loan Program exists because conventional banks often reject Black-owned businesses even when they’re viable. And for homebuyers, FHA loans accept scores as low as 580 with 3.5% down, and some down payment programs have credit score floors as low as 620. The goal of most of these programs is to widen access, not restrict it. The Florida Black Business Loan Program is a state-created program that provides loans, loan guarantees, and investments through certified Loan Administrators to Black-owned businesses that cannot access conventional lending. It’s designed for businesses that are viable — meaning they could compete in the private sector — but face the structural credit and capital barriers that disproportionately affect Black entrepreneurs. It’s administered through partner organizations statewide. PoweringFlorida.com has a current list of active administrators.
With down payment assistance, your out-of-pocket costs can be significantly lower than you think. A conventional loan requires as little as 3% down; FHA requires 3.5% if your credit score is 580 or above. On a $350,000 home, that’s $10,500–$12,250 before closing costs. But with Florida DPA programs, you may be able to cover some or all of that assistance — especially if you’re a first-time buyer. The rollback of federal DEI programs and executive orders targeting equity in federal contracting have created real headwinds for Black-owned businesses — particularly those that relied on supplier diversity programs and federal set-asides. A 2026 report from Onyx Impact found that Black businesses could lose access to a portion of the $774 billion federal contracting market. But state-level programs, CDFIs, private grant programs, and community-driven platforms like BlackOwnedFlorida.com remain active and increasingly important as buffers against these policy shifts. The best protection is building multiple revenue streams and tapping non-federal programs now.
